Carla Cowles - Manager of Projects and Operations

Carla is a generalist with a diverse range of skills, knowledge and experience developed over the last decade working with government and non-government agencies in health and person-centred sectors at the state/territory and national level. Carla is experienced in health system, policy and workforce research, strategic planning, change management, and program evaluation to shape public policy and system development.

As an effective and experienced communicator, Carla has expertise in stakeholder engagement and consultation, training and facilitation, and qualitative health research and is passionate about supporting inclusive consultation processes.

Carla’s work is underpinned by a commitment to person-centred approaches that support individuals and communities to thrive where they live, work and learn. She enjoys investigating organisational systems, policies and practices and working with clients to develop solutions, implement capacity building processes and manage change to improve health and wellbeing outcomes.

Carla plays a key role in project management, consultation and planning and oversees HCA’s operations and business development. Carla is also a member of the Australian Evaluation Society and the International Association for Public Participation.

In her spare time, Carla loves spending time with her family and catching up with friends. She also loves being in the outdoors and swimming all year round in the beautiful beaches of Newcastle.
